Background
China
is located in Eastern Asia, sharing border with many countries, from Far east
to Mid Asia. Since one of the civilizations was derived from China, China had
been preosperous economically, culturally and politically. In the 19th and 20th
centuries, China had experience radical changes by foreign forces. This brought
political instability, poverty, social unrest throughout the whole country.
After World War II, China became on of the Communist countries in the world,
under Mao Zedong communist regime. Since then, the country was in trouble dealing
with people's protest about strictly controlled life. After 1978, Deng Xiaoping,
successor of Zedong, brought ecomonic development, by changing its economic
policy goal is more like market economy. Though this enhancement help people
live higher standard of living and rise this country as a country which has
huge potential, China has still many goals to achieve. China has the biggest
population in the world and its resources, lands are said that they are good
potential for development near future.

China
plays the most important role in East Asia politics. Since it has an overall
huge power, including nuclear weapons and the largest population, china affects
its influences all parts of Asia, directly or indirectly. Even though North
Korea's decision to keep nuclear weapons is not targeting for China obviously,
China has enormous concern for Korean Peninsula's future, in terms of physical
closeness of North Korea.
China keeps a cooperative attitude for North Korea, since both countries share
the same ideological belief about social structure and government, Communism.
China helped the North during Korean War, and its assistance changed the aspects
of war at that time. Thus, China could not get rid of all the responsibilities
for the divided Korea at present. This relative strong tie between China and
North Korea makes China take the initiative of the Six Party Talks. Even, China
provides a place for talk, and arranges details.
Due to hostile relation between the U.S. and the North also contributes to China's
role as a mediator among all countries which concern this nuclear crisis. It
is probable that the United States and North Korean cannot hold talk without
China's conciliation and support for each side. Moreover, its intimidating attitude
for Taiwan makes China to involve in this negotiation. To China, keeping its
eyes on both regions, Korean peninsula and Taiwan, at the same time would not
be easy to control as it did.
After China modified its regime and economy policy, its economic improvement
has been enhanced evidently. To continue its rapid economic development, the
security of East Asia should be needed, because its reliance on near countries
has been growing significantly. Unless China gets rid of crisis in near area,
China would have a fear of fail to maximize economic enhancement.
3. National Interests
China needs security
of East Asia, including two Koreas, Japan, Russia, and Taiwan, to achieve its
economic growth and keeping a role of the biggest power in Asia. Since China
announced an adaptation of market economy, its economy has shown a good record
of economic development. Nowadays, it achieves rapid economic advance while
overall national economy is getting stronger quantitatively and qualitatively.
Moreover, all the resources that China has, makes its future brighter. To achieve
gradual economic improvement, the security of East Asia is essential. It needs
to concentrate economic development putting all the efforts into it, on the
secure politics base.
China has kept aggressive relation with Taiwan. The exile of Taiwanese and the
claim of independence from China have irritated China, which is not recognizing
Taiwanese sovereignty. The dispute between two countries is one of the important
aspects that China concerns in East Asia politics. Recovery of the land of Taiwan
is China's perpetual goal. China does not allow Taiwan to be officially independent
from China, and worries about provocation of Taiwan. To keep an eye on Taiwan
carefully, China needs the secure political atmosphere in East Asia region,
not to be distracted.
The balance of power in East Asia region can be affected by nuclear crisis in North Korea. The unbalance of power among the countries participating six party talks would bring insecurity in East Asia. While the U.S and Japan expressed that they are supporting the independence of Taiwan, China would not accept those official supportive attitude on the tension between Taiwan and China. That is why China is against the North's armament with nuclear weapons. It is probable that nuclear domino can happen, once North Korea becomes a nuclear state. Even worse, nuclear competition is likely to happen by any chance.
China expects that peaceful approach to North Korea would work, instead of intense suppression by the U.S. Since its closeness to the North, military attack on North Korea is the thing that China wants least. The Military attack of the U.S. can be potential threat to China, at the same time.
1) Military Power
According
to announcement of China, in 2003, the official budget of national defense is
about $20billion, a gain of 17.6% over 2002. You can know about China's national
defense doctrine at a white paper of the information of state council established
about 2~4 year terms. They have almost every weapon like missile, aircrafts,
ships and even nuclear weapons. Army has 1.5 million personnel and a one million
armed police force. Navy also has great capability to approach Europe in 85
days. The air force which was founded in May 1957 has 220,000 air defense personnel
but they have many number of missile and 16,000 anti aircraft guns. As a result,
Chinese military power is very good in the world.

2) Economic Power
Chinese
economic power is developing very fast, so even America is worrying about its
speed. China is based on very cheap labor and their man of ability, they have
9.1% real growth rate in 2004. China is a state that is belonging to the three
greatness trading nation. Therefore, there's no nation that is not regard as
important nation. Although their system is socialism, the reason of their eye-opening
progress is not only trade but also economy policy. They have concretely plans
to bring out foreign investments and devise their economic development fitting
their regional characteristics.

3) Diplomatic
Power
This
is a picture of China's foreign minister, Mr. Li Zhaoxing. He is very important
person next to Hu Jin-Tao, so he has many meeting and negotiation to other countries.
This ministry of foreign affairs of the people's republic of china is the main
gate to communicate other nations and is the main factor to develop their economy.
The back ground of their successful diplomacy is that they strengthen their
relationship between every nation in the world even they are not democracy.
They don't care the other state's aspects and system. This kind of diplomacy
is very essential to their economy growth and their position in region.

4) Intellegence Power
China
has watching capability for U.S. Military in Korea, Japan, South China Sea and
Taiwan Sea by watching radars. Ground radar personnel which organized 7 regiment
is about 70.000, also detection distance of 'IN 5' is almost 500Km. They can
collect visual and communication information by 80 earth satellites through
all areas except the Polar Regions.
They also strengthen their capability to cyber space, so they create the cyber
army that is formed new recruits who is a kind of hacker. Not only Korea, but
also all over the world, they made huge human intelligence network, tens thousands
of intelligence officer, in about 50 countries, collect military information.
5. Established Negotiating Positions

China has held six party talks for three times, since the beginning of the talks. China provides not only places, but also all the arrangement involved in the talks, for convenience for each participating countries. China is a good place to hold talks, since China does not have imminent and relevant relation with nuclear crisis, as a third party.
China plays a role as a mediator between the U.S. and North Korea. Since the beginning of the Bush administration, the U.S. and the North were hostile each other. President Bush's firm attitue about North Korean regime have been elevated tension between two countries. Moreover, the tension is affecting the near countries in East Asia, in terms of security. Now, China takes the initiative for six party talks to ease this tension and solve this crisis in peaceful way. Since China holds six party talks, China plays like a bridge connecting the U.S. and North Korea without intense dispute. North Korea notifies China whether the North is participating the talks or not, due to its close relation ideologically and physically.
Since China is a mediator, China cannot stand in a fixed position just for one side. Unless China is remained as a neutral nation when it comes to six party talks for nuclear crisis, neither the U.S. nor North Korea would like to participate, doubting its reliability and effectiveness. Moreover, China has to keep a good relation with the U.S. for economic and secure reasons. To achieve stable economic development, security should be proceeded. On the other hand, North Korea and China has been ideological allies. Due to its closeness and the shared features, China is a reliable nation from the view of North Korea.
1) The Denuclearization in Korea
The denuclearization in Korea is the most important goal and is that why we join the six party talks. When this condition approached, it will be peaceful and stable Asia. The new nuclear state's appearance in East Asia can affect the balance of power in this region significantly. It would accelerate the nuclear proliferation, and even nuclear competition, derived from the fear of nuclear attack. We would like to make efforts to approach this goal; also we are very pleased to open the six party talks in China.
2) Peaceful
Solution
It is hard to imagine that military attack in Korean Peninsula. It can cause
noticeable negative effects on Chinese economy growth and also to Chinese security.
Only Peaceful solution is the best way to solve this crisis with the cooperation
among participating countries, even though it is complicated procedure.
3) Economic
Growth
Chinese expects gradual economic growth and stable regional security in Asia.
To achieve this, the cooperative relation among the contries which concern North
Korea's nuclear crisis, such as the U.S., is essentially needed, since Chinese
biggest economic development is coming from foreign investments and exports.
It is possible that taking the initiative of six party talks would be helpful
to make strong ties with other countries.
The six party talks is now holding in this country among the People's Republic of China, the Democratic People's Republic of Korea, Japan, the Russian Federation (Russia), the Republic of Korea (ROK), and the United States of America from July 11 to 13, 2005. This would be the fourth six party talks since we, the six states, begun this peaceful approach. These talks are meaningful when it comes to the efforts to negotiate for peace in East Asia. It is noticeable that six countries with different interests can participate for solving nuclear crisis.
We, China, expect that constructive negotiations among six parties for the future of Korean Peninsula, East Asia, as well. East Asia has been tensed since the division of Korea. However, East Asia was capable to handle this tension since several countries have concerned about the security of East Asia. It is needed essentially that a number of countries' attention to this crisis, without any military aggressiveness, at this point.
We, China, has been achieved economic development significantly, recently. Thus, East Asia-Rok, Japan, and China, all three of us are occupying important part of world economy. To continue this economic enhancement, the security of this area has to be procedeed. Moreover, this secure atmosphere of politics in East Asia can be obtained through the cooperation of the countries which concern. That is why China and five other important states are here for building the better future of Asian security.
China concerns about North Korea's nuclearization, due to its further effects would be more threatening than mere the North's nuclearization. It would bring nuclear domino effect in East Asia, spreading nuclear competition among countries in this region. Nowadyas, non-proliferation of nuclear weapon has been made progress. At this time, we expect that these peace talks would make a difference of Korean Peninsula's denucleariation.
