The Fall 2000 Census of Pre-College Russian Programs on the CCPCR Website: Census Provides Improved Active Program Data, But Reveals Disturbing Program Losses


As promised, the Committee on College and Pre-College Russian survey of
fall 2000 pre-college Russian programs continued throughout the spring
and summer of 2001, and significant changes were made in the Website to
provide the most complete and accurate information possible. In
addition to the use of on-line census forms and the systematic
development of accurate e-mail contact information, the support of the
ACTR and AATSEEL Newsletters has been crucial. Many readers responded
with information about existing and terminated programs to assist this
annual search, and both Newsletters continue to assist the process with
the publication of the current results.


Most important for the process, the website, at


www.american.edu/research/CCPCR


(the site address is case sensitive, so capital letters must be used
where indicated), is now regularly updated and provides accurate current
school data and active e-mail addresses for all teachers who have e-mail
(nearly all now do). This will make communication among teachers and
the conducting the census process easier and more effective than ever
before. Information on all 50 states is now available, and new
categories assist greatly in describing the actual state of pre-college
Russian at this time.


In particular, the lists (which follow) of existing programs,
terminated programs, and previously existing programs that have yet to
respond will now give readers an easy overview and the opportunity to
make this census the most complete ever reported. No longer is the
sense of program termination simply anecdotal. If you know of any
school in your state that is in existence but is not listed, has been
terminated but is not shown as such, or is one of the previously
identified but unreported schools, please help us contact missing
schools and identify terminated programs by sending an e-mail to
ccpcr@american.edu.


As of August 15, 2001, the fall 2000 census has identified 120 schools
and 132 teachers in 35 states, with a total enrollment of 6,476 students
at all levels. The census is still not complete, but we have a much
better idea of what is missing: in addition to possible programs still
not identified, 40 previously active programs have yet to respond to
snail mailed or e-mailed census forms, and could not be reached by phone
during the summer. The known school programs will be contacted again in
September to complete the fall 2000 census and obtain the new fall 2001
data. Finally, and of great concern, 129 schools have reported that
their programs have been terminated between fall 1998 and spring 2000.
Please note again: the Fall 2000 census will continue to be updated,
even as the fall 2001 census is initiated. This year's active e-mail
address list should make the fall 2001 census the earliest and most
simplified in the 17-year history of the census! The lists below are
provided as the most effective overview possible of the current status
of pre-college Russian study in the US. For detailed information on
